When to go from WIP to Pending

Currently my beatmap is at +9 SP and I'm thinking of moving to pending at +10. Here are some specifics...

The map is rankable.
The map is complete.
The map has been modded.

All together, do you think it would be a good idea to click that "Pending" button? And as a last question, do the stars you have from WIP carry over to your Pending stars, and if not could that be considered as a feature?

Yes you keep your stars. And you don't need to keep in WIP if all the maps for it are complete and rankable. There really is no reason to keep it in WIP if you're not waiting on an SB or skin or map from someone else of yourself. Go for it.

Any map that is complete* should be moved to pending.

*"Complete" meaning that the difficulties are finished and in a rankable state, and that any extras such as a skin/SB/etc. are also finished (although it's really not a big deal if you're still working on some skin elements while your map gets modded).
