Go to the very bottom of the page where it says 'Support osu!'. Either that or the heart at the top of the site pages. Click on either of those.

PayPal is a good way to pay for supporter. Just follow the steps in the transaction page of that; country, details, etc. and click on 'Pay' at the bottom.
