A few general things:
use BPM 139 and offset ~360. You're using 1/8th time to get it to be in beat, which is a big problem.
Make sure you use the distance snap properly. All of the beats are at seemingly random times, and none of them are snapped correctly.
Be careful with your sliders. Try to get them to end on a grid when you make them curve. It makes it that much more appealing.
There is no need to have a 320 kbps mp3. Re-encode it down do 128 kbps please to reduce the download time. 8 MB for the song, while under the limit, is unnecessary.

If you get everything back in beat, I'll mod the actual note placements.

Significantly better! I'm amazed at how much better it is.

As you play you can test the time as well by playing the song through, then checking to see if you're consistently late or early (I'm getting 10-20 ms late). If you're late, then increase the offset (in this case to about 380 ms). The 139 BPM looks to be pretty close to accurate.

However there are still problems in spacing. Right now you have it set at 1.5x (hold down alt and move the slider if you want to change it). None of the notes are actually snapped to that, it looks like you just threw them on. The problem apparently is that the slider tick rate is so low. The actual distance that osu! calculates is based on the distance multiplier and the slider tick rate. Increase these until both the sliders and the regular beats are about equal (you might want sliders to be a bit longer so you can curve them). Right now, you'd need 2.0x distance and 0.8x sliders to match the current manual spacing you have (experiment and try to get faster sliders and 1-1.2 distance).

I'm not saying you can't manually space some notes, it's just bad practice to completely ignore the default spacing.

Here's a few problem areas which are independent of spacing problems:
0:14:604 (3) this slider isn't aimed right. Based on the previous two, it's got a slope of -9/-4 on grid 3, so you'll have to match that or change the previous two. It's also not snapped to grid 3.
0:32:086 (4) this is one of the bad looking sliders. You can bring the middle point down one to make it look better, but it still won't snap right. I think if you add another anchor you'll get closer to the correct snap, though it won't necessarily be perfect or symmetrical:

1:02:322 (entire combo) "do o shi te so u na" is the way I'm hearing this, and I keep messing up on it (perhaps it's my fault). The so u na could be put in a reversing slider to flow a little better. Consider it, and choose whichever you like best. There's a number of places where you may consistently mess up. If you do, try out different slider combinations until you find one you like. I like "1-2-3--456-7-8" where the numbers are the beats and the dash is a slider attached to the beat.
1:26:279 (7) you've got claps on all 3 beats in the slider. It's possible to only have hit sounds on a certain beat in a slider by selecting just that beat. There's a number of these scattered throughout the map, this just one I found.

Timing/sound suggestions:
There's a few spots where you should change the sounds from normal to soft, and also use Kiai time (all this is under the tabs in "timing setup".

Once you get a second difficulty, I'll star this.

Most of the fixes this time are in the claps. The song has a repeating pattern of claps on 2, 4, 2, + 4. I haven't heard a clap on any beats other than 2, 4, and the and of 3. There's a number which you have the clap on 1 or something, and it works, but I've still marked it for consistency, since it doesn't go with the background music.
