Yea I'm getting kind of lazy so I'll just wrap it up here:

The main problems would be that you tend to miss out important/crucial instruments and weird beats kind of happen, would recommend to double check everything that has an odd rhythm to see if there is anyway to make it smoother
Secondly, the difficulty, namely HD, is rather inconsistent in difficulty, sometimes the difficulty dips in the chorus like I've stated doesn't really feel right

I think the offset might be 878, idk.
You've got a fairly wide diff gap between NM and HD. I'd suggest adding a 2* difficulty or something, but idk if people really care that much about mid 2* diffs (I do tho T.T)
I think OD ~7.7 is fine for HD since there's a fairly small ratio of notes to LNs. I would increase the HP to ~7.5 though due to density of notes.
Crono-, you know you still owe me a mod from when I modded Galaxy Collapse back in May or whatever? Just passive-aggressively reminding you.

[NM]00:21:936 - Why don't you use a 1/2 trill here like you did at 00:16:082 since the guitar plays the same riff for like, two measures or something.
00:23:948 (23948|0) - I'd consider extending this LN down to 00:23:765 since the drum roll starts there.
00:33:095 (33095|0,33460|3) - Are these for the vocals? Cause they honestly feel out of place when this section has been playing short notes to the kicks the entire time.

The guitar is constantly playing a different note, so I can't tell what these Lns are for. They just appear to be in the map simply to be there without a reason from the music.
00:44:985 - 00:46:082 - I'd highly suggest adding notes here because this is a transition into the next section and the drums are much more prominent here.
00:46:814 - You kind of accent the wrong notes here as in, you use a double for the kick and ignore the snare completely. Try this instead

00:51:387 (51387|2,51753|1) - I dislike vocal mapping, so I'ma try not to say too much about it, but these LNs that are mapped to the vocal really break the flow of the section because you go from 1/2 stream with some doubles to suddenly hold notes and then back to doubles when the background instrumentals (which is what most players tend to focus on when playing in order to play the proper beat) aren't sustained in any way and keep the 1/2 beat going.
00:55:046 to 01:00:899 - Vocal mapping. Uhm, really, I'd shy away from that cause it breaks the flow you've set up. Players are expecting a steady 1/2 beat but you suddenly switch to a 1/1 beat instead which is going to throw some people off.
01:04:009 (64009|1) - I don't think this shield is necessary, maybe move it to 1?
01:09:680 - I guess I can see the pattern you're trying to make here, but it's inconsistent because you'd expect 01:12:607 (72607|0) to be in 3 similar to 01:11:509 (71509|1,71509|0,71875|1) - 's pattern.
01:21:387 - In this section, why don't you use doubles for the snares like at 01:22:485 - 01:23:034 - 01:23:399 for example
01:25:595 - You're also missing a note for the kick here.
01:29:345 (89345|1,89436|0) - You haven't used 1/4 at all in this measure, and you've only used it twice in the song to transition from drum to guitar. Randomly using it here is going to throw off players and come unexpectedly since you didn't map it at places like 01:29:985 - 01:30:076 - 01:30:442 and etc.
01:35:656 (95656|2,96021|2) - Move these notes into separate columns because they look weird as jacks on their own. You could make jacks with some of the other doubles instead and keep these then
01:46:265 - The second chorus is basically a repeat of what I've said above, except this time you removed the doubles for the snares which is inconsistent because normally, in Mania, unless you're confined by the number of columns, if you map a chorus one way, unless the next chorus is really different, you map the second chorus in about the same way with a little note variation.
02:10:046 (130046|2,130046|0,130320|0,130320|2,130595|3,130595|1) - Why did you make these doubles when they're only kicks? If anything, 02:13:339 (133339|3,133613|0,133887|2) should be doubles because they're snares and more heavily accented.
02:56:875 - Why don't you have a note here? There's a kick and it breaks the flow if you put a random break here.
03:14:871 (194871|0,194963|1) - These need to be lowered down to 03:14:826 which is 1/8 and I'd probably suggest moving 03:14:871 (194871|0) to 3 and 03:14:963 (194963|1) to 2 so that it's an easy roll for normal leveled players to hit.

[HD]00:13:156 (13156|1,13521|2,13887|3,14253|1) - Honestly, I feel like the LNs similar to this are a bit overkill. Are they supposed to represent the guitar? Because if so, the guitar is playing a steady 1/2 riff the entire time. Are they supposed to represent the open hihat? If so, they're probably too quiet to be mapped at this difficulty because the LNs feel a little uncomfortable and it's difficult to tell what you tried to map here.
00:23:857 - You're missing a note here for the snare drum. Also, this pattern looks a bit weird to play, maybe try this instead so it's easier to hit.

00:32:180 (32180|0) - What's this for? Remove it because it's either very quiet or a ghost note.
00:35:198 - Again, I think this burst is a bit messy looking, so try this instead

00:44:070 (44070|2,44070|3,44253|0,44253|3) - If these are only kicks, why do you emphasize them using doubles when the snares are represented with doubles? I'd consider nerfing these kind of notes down to singles.
00:44:985 (44985|1) - This should have another note though, because it's a snare and it's louder than the kicks.
00:45:351 (45351|1) - Assuming you follow mainly the drums in this section, remove this note because there's no snare/kick here and the guitar plays on 00:45:259
00:46:082 - This kind of pattern triggers me ._. Joking, but no, 00:46:265 (46265|0,46265|2) only have toms on them, so I'd consider removing 00:46:265 (46265|0) so you make a roll with 00:46:082 (46082|0,46174|1,46265|2)
01:00:534 - I think I forgot to mention this earlier, but you don't really see jumptrills used in hard difficulties because of how much they inflate the star rating, and because of the fact that players are this level haven't really been introduced into this pattern yet. Using a simple 1/4 roll is fine for bursts like these.
01:14:985 - Add a note here to keep the flow going because this becomes an awkward pause without a note here to keep the beat (and there's a hihat click here too).
01:30:168 (90168|2) - I suggest moving this to 1 because rolls are easier to read at this difficulty level.
01:31:082 (91082|3,91174|2,91265|3) - This minitrill might be a bit unexpected at this level, and even more so since it's found in a stream. Also, the hand balance is very right hand oriented since 01:30:991 (90991|0,91540|0) are the only two notes played in 1 throughout this entire burst. Try something like this instead

02:11:692 - Ok, I think this burst definitely needs a little more direction. All the notes are pretty randomized making a jumpburst like this really hard to read, especially at this difficulty level when most players haven't ever had to read a jumpstream or anything similar. Try something like this

00:28:704 (28704|2) - Assuming you're just following the guitar here and ignoring the bass, you should remove this note because there's only bass and no guitar here since the guitar only plays on the upbeat of beat 3 and 1.
00:41:875 (41875|2,41875|3) - The first two jacks are pretty doable, but the third one doesn't really feel that good to play since most players automatically divide the song into 2's (assuming the time sig is 4/4) since it's easier to read stuff that way. Putting it into 3 makes it a bit more complicated, but due to the LNs, I don't really know how you'd solve this.
00:45:351 (45351|2,45442|0,45899|0,45991|3) - I think these might be ghost notes, because at 25% speed I can't really hear any 1/4, and definitely not at 100% where players won't notice it at all.
00:51:387 - LNs like these break the flow imo since you suddenly go from 1/2 to 1/1 beat, but I think Minseo already pointed that out and got flamed for it (poor minseo)
01:00:442 (60442|0,60442|1) - I'd make this a single note since it's only a kick. Maybe remove the note in 1?
01:06:479 (66479|0) - I also think this is a ghost note, but at this point, I'm just listening to the song at 75% and skimming for errors.

I think this map needs more improvement in terms of patterns and flow before it can be considered for ranking, but I'm not a BN, so therefore my opinion doesn't matter to a lot of mappers t.t

Nah, but really, if all you do is map for rank and do everything you can just to get it ranked (i.e. remove someone's diff just to meet a "good" diff spread) then you're taking the fun out of mapping, because then it becomes tiring trying to get a BN's attention all the time (to no fault of their own, it's understandable that they're busy people) and not really enjoying the process of getting feedback and listening to other's opinions. And also, having a ranked map isn't everything you know? Just map for fun, and in the process, you might just get something ranked. You don't need a ranked map to be a respected and good mapper too, if that's your motivation.

Ah well, apologies if I came off as rude, I tried to understand why you guys did what you did, so I hope that might soften my words a bit. If not, you're free to ignore me.

Tokyo Teddy Bear was the the second Mania map I ever played and I think it was really fun since the patterns in EZ helped to introduce me to lots of pattern (this is my first vsrg ever).
