how to see how many pp is a map before playing it and get nothing ....

Use the Tillerino bot.
https://github.com/Tillerino/Tillerinobot/wiki

Press f9 in game. Search for the user Tillerino and open up a chat.
Then you can type "/np" for PP data on the map.

F9 not working?

Are you saying that your F9 is not doing anything? That's the default keybinding to bring up the friend's list.
There is a manual way to bring it up. Go to the Osu! menu and click the circle. Then at the bottom right, there's a button that says "Online Users". Click that.
