but alucard is right. Majority of osu players look at #osu or lobby ingame. Its not everyone who looks at forums.. an even tinier part is contributing.
Because it's a highly casual game, most people log in, play, and log out. I find the in game chats really childish to have discussions in there, so I come here from time to time.
Mostly solo game, unlike league/csgo/minecraft whos main focus nowadays is to be multiplayer. Osu! is just a lonely time
osu! community is considered to be extremely cancerous, myself included, so that's probably why.

The best way to attract people to the forums is to have an in-game forum browser. Whether that is a good idea or not, however, is a different matter.
G&R scares most people away.
