This is a thing along all of the versions (stable, beta, ce). Whenever you reconnect to bancho (may it be a internet derp or todays maintenance) while playing, your game laggs for a short while. Kind of feels like this happens when the client tries to create the popup notification of who's online etc, even if you set it so that they only show in breaks/after the map.
