Hi i've got idea but for this idea we need a "report cheat" button while watching a replay of players (or while live spectacting)
This button are used only if the watcher see a cheat on player replay
After that if the players "On the replay" take too much cheat report, Osu! Send a chat message or showing a message with Overwatch mention and a new replay of an player who take to much cheat report to all Osu! Players (But not to the players who "Cheat") and the players who want help moderator can click on "download replay" button and watch a replay.
When the replay is end a page for a vote appears...the player who download the replay (You) select under options as
"Assistance cursor movement"
[ ] No [ ] Yes
"Auto-Click"
[ ] No [ ]Yes
"External help"
[ ]No [ ]Yes
After that the player can decide to...
...Send vote or....
....postpone the vote (Send vote are best choice)
If a lot players vote for cheat on Overwatch with yes, the player who are accused of cheating was banned of Osu! By the moderator (Timed ban while 1 month or plus...or lifetime banned)
