There is a solution. As on linux system it's just ln command to link two folders, on windows you have to download two or one file and install it

1. Install vcredist... (if you don't have windows 10)
2. Install Link Shell Extension
3. Make osu installed on SSD
4. Move your Songs folder from your ssd to hdd. Somewhere, just move it.
5. Make sure that on your HDD is Songs folder with all your maps and on your SSD is osu! without Songs folder
6. Open command prompt as admin
7. Type:
mklink /J <SSD Songs folder path> <HDD Songs folder, containing all maps, path >
(First folder, that on SSD, creates itself. If this folder exist already delete it otherwise command will fail)
For example:
mklink /J C:\osu!\Songs E:\Songs
All my maps are on disk E which is my HDD but my osu! is installed on C which is my SSD
8. Check if osu loads your maps. Click F5 to be sure.
9. ????
10. Profit
