What are the requirements for my beatmap to be approved and

Can someone tell me what are the requirements when creating a beatmap to increase the chance of it being approved and ranked...

Follow ranking guidelines as much as possible and your map should be alot closer to being rankable

You can also ask some people around chat whenever you aren't sure of something (and pay close attention to the mods people give on it)
Apart from that as long as your map plays nicely and it all makes sense it should be fine (mostly common sense)

How can i make sure my timing is perfect???
Or perhaps someone can just help me with the timing?

Timing is one of the hardest things to get perfect on a map

You basically just have to tap to the song on the timing panel and get the bpm as close as possible so that it follows the exact rhythm of the song (you can also try a bpm analyzer) but they are often far from perfect, it may give you an idea though

As for the offset you are meant to place it at the first beat of the song, so first go to the beginning of your mp3, put it at 25% or 50% time and just try and place it as close to the first beat as possible (headphones help sometimes)
Then as you start mapping continue to test and check to see on the left how your timing can be improved (how many milliseconds your hits are off by)

Or you can just ask someone :P But its a nice thing to learn to do

You can follow the vocals, however the offset should still be positioned at the first beat of the song (the start of the first stanza).
You can also submit your map even if it's not finished, to the Work In Progress / Help subforum and have a timing expert, help you with the timing.
Before you submit make sure that you have to go with that map, as your pending slots are limited and you have to wait 1 month of not having any thread activity in your map in order for it to go to the graveyard to free 1 spot in your pending slots
