totally inaccurate imo

a bronze II player is not 200% more experienced than a bronze III player in league.
im almost sure that most players who are 2300 ish pp will be far better than one that is 1300 when both of them play with the same skillset (and also not accounting offline playing or deliberately avoiding pp).

and there's also like
more than 2 osu "professionals" which your chart makes it seem like that's only the top 2.

What about trying to actually get estimates from global player percentages ( http://www.lolsummoners.com/stats )

0pp - 500pp = Unranked
501pp - 740pp = Bronze ( Rank 200.000+ )
741pp - 1.590pp = Silver ( Rank 145.000+ )
1.591pp - 2.870pp = Gold ( Rank 61.800+ )
2.871pp - 4.450pp = Platinum ( Rank 21.100+ )
4.451pp - 7.430pp = Diamond ( Rank 4.420+
7.431pp - 8.301pp = Master ( Rank 120+ )
8.302pp+ = Challenger ( Rank 40+ )

Looks legit enough. That was fun.

Info:
Lets assume Bronze 5 is 500pp because you actually have to get lvl 30 to even play ranked games, which means less than 500pp is considered unranked.

500pp is about rank #200000 and equals the last player in Bronze V.

27 different leagues ( i'm assuming Master is just one league and not 5, haven't played the game long since this was implemented )

Percentages:
Bronze 27.43%
Silver 41.67%
Gold 20.35%
Platinum 8.34%
Diamond 2.15%
Master 0.04%
Challenger 0.02%

numbing leagues down to 7 instead of 27 even though difference between diamond 1-3 and diamond 4-5 is huge.

Bronze - 72.57% of the players are ranked lower than Silver. Highest ranked player in Bronze 1 is around rank #145140 which is about 740pp

Silver - 30.90% of the players are ranked higher than Silver. Highest ranked player in Silver 1 is around rank #61800 which is about 1590pp

Gold - 10.55% of the players are ranked higher than Gold. Highest ranked player in Gold 1 is around rank #21100 which is about 2870pp

Platinum - 2.21% of the players are ranked higher than Platinum. Highest ranked player in Platinum 1 is around rank #4420 which is about 4450pp

Diamond - 0.06% of the players are ranked higher than Diamond. Highest ranked player in Diamond 1 is around rank #120 which is currently 7430pp

Master - 0.02% of the players are ranked higher than Master. Highest ranked player in Master 1 is around rank #40 which is currently 8301pp

Challenger is anybody higher than master. Highest ranked player in Challenger is hvick225 with 10793pp

To OP: I think you should consider yourself good when you feel like you are good. It shouldn't be decided by others.
