a bronze II player is not 200% more experienced than a bronze III player in league.
im almost sure that most players who are 2300 ish pp will be far better than one that is 1300 when both of them play with the same skillset (and also not accounting offline playing or deliberately avoiding pp).
and there's also like
more than 2 osu "professionals" which your chart makes it seem like that's only the top 2.

Silver - 30.90% of the players are ranked higher than Silver. Highest ranked player in Silver 1 is around rank #61800 which is about 1590pp
Gold - 10.55% of the players are ranked higher than Gold. Highest ranked player in Gold 1 is around rank #21100 which is about 2870pp

To OP: I think you should consider yourself good when you feel like you are good. It shouldn't be decided by others.
