3 Star Ranking Requirement

Right, I'm posting this for a very simple reason.
The "rule" about the lowest difficulty level is very unclear, some say it has to be under 3 stars, some say it just needs to be beatable by a new player.
So I'm wondering if anyone(peppy?) can give a difinitive answer to this.
What is the rule for the lowest difficulty in a ranked map? 3 stars- or beatable by a newer player?

It's under a three star difficulty level (Easyish normal), but that doesn't mean it has be be rated under three stars by osu! (Star rating is often innacurate)

There is actually no ranking rule. All are guidelines and just help mappers know what they shoud aim for when they map.
As for that "3-star rule", the number 3 was never ever mentioned. It's a rule of thumb, because Easys hardly go over 3 stars.

So, it's not an OBLIGATION, but you really should follow it.

Each map set must have at least two difficulties, one of which must be below a 3-star difficulty level. This is so that players of all levels of experience are able to enjoy maps of the songs they love.

Although I know these are only guidelines I would rather people try and follow that one as much as possible

As mentioned, star rating isn't very accurate. 3 stars is just a guideline to try and get people to stop pushing the boundaries/limits so much. If modders are telling you that your Easy is too hard, then there's likely a problem.

Also note that an Easy diff can still be too difficult even if only 2 or 2.5 stars. For example, I've seen many Easies with spread out notes (in time; meaning a note every few ticks or such), but with so many offbeats and confusing patterns that osu! doesn't say it's hard, but it's obviously too difficult. If you have to second guess yourself whether something is too hard or not, then chances are it IS too hard.

Indeed, I understand that. The point I'm trying to make is that there needs to be less confusion.
Perhaps rewriting the FAQ a bit? Right now there's at least 2 different phrasings for the guideline.

A map set should not have more than two difficulties in the same difficulty level (not based on stars, but on how the map "feels"). That is, a map set can have no more than two "Insane" difficulties, etc. Finally, no map set should have more than 6 difficulties total.

I'm guessing that can apply to the 3-star difficulty level too
