They don't try to claim osu! or anything. They even link to the official site on the forums. It's just a fansite that translates things into Chinese and has mirrors in order to make it easier for Chinese people to play the game. There are similar sites in English for Asian MMORPGs (though those often consist of breaking the law).
The copyright is the copyright for UUU9.com by the way, not osu!, for those who were confused.
