I can manage 200+ ping but 300 is too much.

Can't connect for some reason. It says the server is using an older - then it gets cut off.

It should be possible, the travel is the most trouble not the technical skills to do so.
the question should not be can, but could.

how about you set up a server in canada and give the ssh/rdp details to him instead?

The server went down about a month after the server was created. Forever lost. That's why you get directed into a deathrun server.
