[Archived] Country/Global Scores not registering while under "local"

I have noticed a trend lately that has made me furious and was wondering if and when someone can look into it. While playing recently ranked maps if you have your leader-boards set to "Local" your score will post to Local but it will not submit to Global or Country. Why is this happening and can it be fixed? Sometimes it takes some time before the score will submit.

that's aside from what they're talking about. They mean that when their leaderboard is set to local their scores will not submit, which is something that has been around for a very long time and I'm not sure if it will ever be fixed.

ive noticed it only happens with qualified maps
