Proud pirated PS CS6 user here.
I first draw on paper with a 6H (really light) rough sketch and clean it up using an HB and 5B/6B. Then I scan the lineart and bring it into Photoshop CS6 to remove dusts and marks. The coloring comes after.
Paint Tool Sai is really fun as well, it has nice brushes.

MS Paint, PhotoScape, GIMP, PaintToolSAI and Photoshop CS6
MS Paint - Only for basic stuff
PhotoScape - Used it most of the time

PaintToolSAI - Only for sketching
Photoshop CS6 - For serious works only because it will take loads of CPU, though I don't really know how to use it, I need more tutorials
Most of the time, I'll combine several programs, usually GIMP + PhotoScape
Even discounted price, RM3200 (US$879) is too expensive, I can live with RM3200 for ~4 months paying utility bills, eat twice a day everyday, pay for public transports and even will have extra money to watch movie in cinema
