actually, while viewing the bit rate under the windows properties dialogue does show 124, foobar2000 (which can give the overall bit rate an poll the song every second to get an "instantaneous" bit rate for vbr material) shows the bit rate as being a solid cbr of 128 kbps

also aimod would mention it if it was actually 124, so windows is probably just doing something strange to calculate the bit rate...
main point of this is don't re-encode to 128 again just to fix how it appears in windows, since it will be pointlessly damaging to the audio quality.
also don't re-encode to 192 'cause that's just wasteful
