When I do pen tap or use the side button (set to left click) on the pen, my cursor creates a small ripple and freezes for a brief moment. Can you change it so it doesn't stop/freeze like this? I have a CTH-470. I have mouse buttons disabled already.

Yes, I had this problem when I got my tablet too. It's a setting by default. I don't remember how I fixed it but I found some links to people with the same issue + answers so you should be able to figure it out:

There's a tablet setup guide in the stickies. Also, try to use the google search to find the post where someone gives a download for something called "Tablet Tap to Click." It's custom tap handling program that will solve your problem if the stuff in the sticky doesn't.
The rippling effect is caused by an option "Use windows ink" Here is a pic for reference as for the screen freezing, try disabling windows ink and flicks. I believe flicks is the bigger issue, but windows ink does not help. The thread that Chainpullz mentioned will also give more help in terms of processes.
(windows ink is a "write to text" so windows will try to interpret your tablet inputs into letters and words)
