it'll be either OpenGL or Directx

both opengl & directX have same effect :p but only osu is lagging other game nope... (LoL)
try to delete osu.exe and start the updater

i deleted it, started it again tried a map still same

Could you give us a screenshot of your in-game graphical settings?

If you formatted, it's obviously an issue with your DRIVERS, not osu! settings.
