In fact you technically can "disable" kiai by creating a transparent .png picture named "Star2.png" under your skin folder, but kiai is literally still there, it's just you can't see it.
Personally I won't suggest you to do this, because mappers are using kiai for some reason, it's part of the map after all.
An alternative, which I recommend, is to create a tiny "Star2.png" which is no bigger than 20×20 pixels, thus kiai effect would still be visible without hurting your eyes.
