Well, i've been thinking lately that we need to have this because sometimes, People have a somewhat private conversations in the Public channel and by doing so, the topic everyone's talking about is meh, but everyone's talking about this so, yeah.

having a topic header would be bad as it would need updating ALL THE TIME, so that's a no
also if this is a request for correct channel usage, there is a description for each channel(or should be) for each channel saying what the channel is for. so i can't really see what else is needed :/
