Hex colour codes in skin.ini

At the moment the skin.ini only supports RGB colours. The ability to use hex would let users add things like transparency to certain elements of their skin. Such as the inner part of the slider.

EDIT: Didn't notice the "A" But it doesn't support RGBA at the moment.

Correct, hence RGBA. Though I don't think skin.ini supports RGBA.

It'd be really nice if it did though (and if the change wasn't limited to v2.x skins).

Support. Might as well implementing it on every colour select dialogs then! Such as combocolours/bg colour selection and storyboard tint command, because some people just prefers to use hex colour codes than RGB ones.

RGBA is usable, but only for mania skinning. Skin.ini doesnt support RGBA, iirc.
