Rank really doesn't mean anything when it comes to game knowledge, it just means you can play well. I wouldn't take advice from a high-ranked player as being more legitimate or serious than advice from a lower-ranked player.
Both high-ranked and low-ranked players can easily give shitty advice but I'd be more inclined to listen to someone who is ranked in the top 10 and can play most, if not all the maps in the game instead of some random 50k scrub with 1500 playcount just because I know for a fact that the high-ranker has invested way more time in the game. To me it doesn't matter if the low-ranked player spends all his time theorizing about the optimal setup, training regime, etc. if they don't apply their findings themselves and experience it firsthand. This isn't really a game where having a coach will make you a pro, the only thing that will is by playing the game itself.
Personally though I don't really listen to advice anymore because I've played the game enough to know myself what I need to do to improve, however spending the time to do so is a different story.
Also for every one high-ranker who doesn't know shit about what he's talking about, there are hundreds, if not thousands of low-rankers who are in the same boat.
