Prolly because it's a common name.
Same thing with all of the Makoto's.

There are only so many different combinations for three-syllabled japanese names, can't make up a new one everytime.

And keep in mind that Japanese people also have to pick a name with a good meaning, which already strikes some of the possible combinations.
Quick google search, satoshi translates to clear thinking, quick-witted, wise.
So it's like naming someone hope, it's symbolic.
