Ok, so what I did was I attempted to play while keeping the beat with my foot, and found that the gameplay didn't match the beat I was keeping with my foot, and my foot was accurately timed to the beat.

Try changing your universal offset? Also, I don't think your foot is an accurate method to measure the beats of the song.
