Maybe because doesn't want to map them or is still mapping them in the mean time. If you wish to create a beatmap project to map all the songs for the series, the Beatmap Project Board is there for a reason unless someone already doing so.
There's a pending beatmaps thing for a reason?
Just wait. It's not instant. Or if you really want to, make a map yourself.
I'd personally wait for better-quality mp3s before mapping, anyway.
