I suspect the staff just got together on their weekly monthly meeting, had a chat about biscuits and current world issues and probably didn't mention the game at all until the last minute where someone said "Oh it's April Fool's soon, what about it Peps?" and Peppy must've responded with something like "Oh bloody hell, I'll just chuck something together at the last minute. Appeal to the simple-minded, something that would appease most of the community."
