1st - base slider velocity = 2.0 , inherited point slider velocity multiplier = x1.00
2nd - base slider velocity = 1.0 , inherited point slider velocity multiplier = x2.00
both should have same slider speed right, so it shouldnt matter if i use too high base slider velocity on normal difficulty, cus i can make it slow from inherited point slider anyway

but im wondering if im missing something, cus i been told before that i should use ~1.0 base slider velocity on normal difficulty

they just assumed that you'd use 1.0x green lines because that's the norm + it's also just the lowest effort way of getting that SV

in the end, only the actual slider velocity matters; base SV only affects your workflow, i.e. how easily you can get the actual SV that you want with green lines
