In my opinion, the Song Content Rules would not disallow it, since the only thing they prohibit in this regard is "heavily political" music.
Unless you were calling to change copyright law, this would not be a problem. (It might even be fine to call for changes depending on whether you consider "heavily political" to mean politically inflammatory issues.)
- Would the map be allowed to be uploaded or not? If not, would the uploader risk an immediate silence?
- Would the map be rankable or not?
- Would it risk the official support (badge) of a tournament, if the song were for a tournament?
