Open User List and Chat seperately to one another

F9 opens only the userlist, F8 opens only the chat. The chat opens if you start a chat with a user using the userpanel and closes the userlist anyway.
Why I can have the chat only and both at the same time and not the userlist only confuses me. The chat takes up half the space so being able to see more userpanels on screen doesn't seem like any issue whatsoever.

just curious, in what circumstance would you want only the userlist open not along chat? i have never used the userlist without a need for the chat as well.
