+ one primary rising tone sine, possibly some kind of resonance filter?
+ one secondary rising tone sine, maybe 1.5 octaves below the primary sine...?
+ two falling-tone sines with very slight offset...
+ two dry mid-ground saw-wave synths, modulating pitch at maybe-different speeds...
+ wet chorus on 2-4 big background saw-wave synths, with modulating pitch at different speeds?
