According to the anime Toaru Majutsu no Index (A Certain Magical Index), this would probably be possible due to the Idol Theory.
So all you have to do is be a girl and believe in some church. In this case you would be a girl that can use magic, in other words, you would be a magical girl.
The biggest problem with this method is that it doesn't grant you the power of love and friendship, and it doesn't give you a magical transformation, but your original question is just how to become a magical girl, so I think that's enough.
