[RESOLVED] How do I set a pinned message without the map being ranked?

I've recently noticed some maps that aren't ranked and are in pending/graveyarded have pinned messages.

Example

I was wondering how I'm able to do this myself since I don't see a way to pin messages on my maps. Is there some criteria or something like that for people to pin messages on their map?

Please let me know as I want to do this for some of mine, thanks!

You can pin any of your own comments on your own maps.
