Howdy there, just wondering if skins with larger circles actually affect the hit area at all as to skins that visibly look like they have smaller hit circles on the same map?

I doubt that a skin element can change the "hitbox" of the circles.
The hit box/ window are tied to the difficulty metric, not the image. Same way increasing cursor size doesn’t change how precise you need to be.
