I assume you're talking about HP/CS/AR/OD? These can be set in the Song Setup panel (screenshot) The mode specific Ranking Criteria has guidelines on what setting should be used for each difficulty: osu, taiko, catch, mania. (Located below the Rules/Guidelines for each specific difficulty)
