Can there be Beatmap Spread Exceptions?

I've been looking to get this question answered for a while, as my own map has some concerns with its difficulty spread. The map in question is (beatmapsets/2094349). It is 4 minutes and 21 seconds long with a drain time of 4 mins and 4 seconds, just a little bit shy of 5 mins of drain time which is required for an EXPERT or greater difficulty. Can there be exception in this rule or do i have to make my map as an INSANE difficulty?

I have seen some maps that have an EXPERT difficulty but dont have atleast 5 mins of drain time
e.g.
beatmapsets/507278#osu/1292314
beatmapsets/2055535#osu/4295147
beatmapsets/1902324#osu/4045564

there are no exceptions

based on the first example it looks like u completely misunderstood the point of spread rules though so this isnt a problem

the rules only dictate the highest level the LOWEST diff of the spread can be, i.e. "the spread needs to start from a diff that's at this level or below"

other diffs can be as hard as you want them to be, the rc doesn't define upper limits

What it says in Ranking Criteria is that the LOWEST (hyper-emphasis on LOWEST) difficulty of the set must not exceed the threshold specified for each drain time.

There is no upper limit.

So if what you map is at a drain time of not being 5 minutes (remember to include object end if you end the map with slider/spinner because the game doesn't detect it as part of drain time for some reason), you need to have an Insane alongside at minimum.

You might see some maps with kinda weird kind of spread [1] [2] that may appear to you as some kind of exception, but this falls onto yet another rabbit hole that I'd rather you learn this later on when you're well versed enough on how the requirement really works.
