osu! lazer Leaderboard is Abnormally Weak

There's no way I am getting top 5 global (any mods allowed) on two different songs when I am just an average player...

Is this because players have yet to populate (migrate) the leaderboard? Or do they put global ranking within each player's skill bracket?

I would play lazer more if stable and lazer shared the same songs folder, redownloading everything is a pain.
