currently lvl 34 and cant even do 5 stars idk what happened my skill dropped off somehow and now I cant even at least s rank maps Ive almost ss'd on low star rating anyone have any tips
not to mention my rank is just slowly decreasing I see people in lower ranks passing 7 star maps

Don't compare yourself to others.

You just need to build up your skill again, don't expect to have the skill you once had at your "peak". Play easier stuff and build up to get comfortability with patterns again.

As for people passing 7 stars at a low rank, they most likely played other games related to osu!mania. Don't think too hard about it.

I never was able to even pass 6* in mania.

for 16 hours playtime you've done pretty well, play more and you'll make progress.

getting past insane diffs is really hard tbh, I got bored of the 4k grind before I was able to play most 5* aside from farmy shit.
