Your ranking is usually a more relative representation of your skill, albeit one that will constantly shift back over time; that is, over time the higher ranks will have progressively better plays (what might've been considered godly for a 5-digit a decade ago might be considered rote for a high 300K, for intsance). Even then, it's a decently good way to estimate what sort of tips you should be getting or asking for, imo.
To take you for an example, I'd argue you could probably play low-mid 3* maps and be relatively fine acc-wise at a casual look at just your mid-700K rank, which would be given credence by the amount of 90%+ A/S-rank plays on [Hard] maps in your top plays (crazy jump from 56pp to 99pp from your 1st and 2nd tops, btw). My advice in your example would likely be that you should play mid-3*'s to be slightly out of your comfort (3.5-3.7*), while refining your low-mid 3* plays to be 95%+ acc and preferably at least all S-ranks if not all FCs. 4*'s are viable but not advised, and 5*'s should generally just be played for fun or for lolz.
