Timing is off. Totally, in some parts.
I complained about it on: http://osu.ppy.sh/s/154334 as well, where the same timing has been used.
(But with different offsets because of different .mp3 file but still wrong).
This is what I wrote there:

SPOILER
  1. 3rd red line is off, really. Too late. It must be 89449. Fix it and don't forget toresnap all elements and green lines to the right timing
  2. The notes on 01:10:990 (1) and 01:11:600 (1) are actually very offtime. You should add a red line at 70958. Don't forget to resnap the slider's tail manually on the next red line.

Here you should add a red line on: 01:10:852. About the redline on 89350 I have (-3)ms, it should be 89347.
Talking about it with other BATs.

EDIT: Confirmed. Scores will be wiped.

  1. First part looks so empty without hitsounds. I mean you should add normal sampleset on 00:07:877 , 00:08:734 and so on to make the sound much better to hear. Well, I'm suggesting to apply the same hitsounds happy623 made for his Easy xD
  2. 01:29:321 (1) - This slider should finish 1/2 later to fill the piano melody. On that red tick I can't hear any sound there.
Hard

  1. 00:17:732 (1) - Wrong snap here. Extend this slider by 1/4 till the white tick
  2. 00:21:160 (1) - Snap it correctly on the red tick
  3. 00:31:443 (1) - Extend by 1/4
  4. 01:29:321 (1) - Whistles on slider's head and tail, 01:32:893 (1) whistle on reverse arrow (to fill melody sounds)

I personally oppose the new timing and going to reasoning as to the old timing really off?

I take a hear closer on somewhere like 01:12:147 (1,2,3) - on this new timing and this is really off.
It does lie on vocal quite correctly but the way hitsound usage mainly hits on the heavy beat as in a normal hit, it is pretty much off by -20 to -30 in this whole section. no, probably the whole mapset.

I re-downloaded the mp3 to make sure and it still is. It might just be me though but I would like to question as to follow the timing base on vocal which is really softer than the heavy beat like a normal hit suitable?

Following heavy beat makes more sense because they come along more consistently constant while vocal following can fluctuate more than usual as human voice can never be more constant than electrical instrument.

Thank you for clarifying that one! I am opposing the way Ike's timing is used for this one as it currently is. (The mapper didn't update so I took it from the current one)

However, I still feel the first offset needs a bit tweaking as the 2nd and the rest after it are applied. It could be around +5 or +10
I focused on around 00:31:014 (9) - though

  2. 01:29:321 (1) - This slider should finish 1/2 later to fill the piano melody. On that red tick I can't hear any sound there.
Hard

  1. 00:17:732 (1) - Wrong snap here. Extend this slider by 1/4 till the white tick
  2. 00:21:160 (1) - Snap it correctly on the red tick
  3. 00:31:443 (1) - Extend by 1/4
  4. 01:29:321 (1) - Whistles on slider's head and tail, 01:32:893 (1) whistle on reverse arrow (to fill melody sounds)
  5. 01:36:484 (4) - New combo

Well. We have resnapped all green lines in the Easy diff (because with offset changes circles were set earlier than green lines so they didn't have effect on them). I guess I can give your bubble back. Good luck!
