Atm I can get a ctl 480 for 71 dollars or would it be better to get a cth 470 for 85

The CTL 480, IMO.
The CTL-480 is better. You should only consider the 470 if you can get it for cheaper.
Moved to G&R.
The difference in osu! between the two would be negligible.

It really only matters for art. Tablet area is a fairly unnecessary thing to work with, especially if you're more comfortable with smaller tablet areas.
The two tablets have practically the same area... the difference for osu! would be the higher polling rate that the 480 series has, but that's only noticeable at higher levels of play, and isn't particularly necessary.

Thanks for the responses! Then now I'm wondering if you guys know anything worth getting the pen and touch version over just the pen version
