The only thing GD and Osu share in common is the accuracy of clicking. A one-button clicker like GD can only increase difficulty through making each click more precise and/or faster, which is probly why having lots of frame-perfect inputs is necessary to beef up the difficulty in that game. Can't speak to whether or not it sticks to the rhythm of the song you're playing to, but I'd be very disappointed if they didn't.
Osu not only has clicking, but mouse/tablet aim on top of that; similar to how GH/RB has not only tapping the correct fret but also strumming at the right time, although Osu has an additional step of when you hit the note affecting accuracy compared to GH/RB only caring if you're in the timing window or not.
To put it simply like the others have said, it's not
impossible to do difficulty jumps. You could go from 2* FCs to 4* FCs, 3* FCs to 7* FCs, etc. But the amount of thing you have to learn--faster tapping, faster aim, learning jumps or streams or high-velocity sliders, tech maps--makes it exponentially harder to do compared even to GH/RB, much less GD.
