Probably a few of those. But the moment they make it known, they will get banned.
there are more than you think, theyll only be banned if the user is suspicious enough for investigation or makes it known lol

There are probably a few osu! sanctioned accounts like osu!team, Nomination Assessment Team, and maybe a few others, but those are used for official business and not for gaming and what not
