Why do they give strange names to contest drawings?

In the osu drawing contests we can vote for works of art that we like the most, and in this case when we click on "open image in another tab" we see the file name in the search tab AND THERE COMES THE WEIRD THING, THE NAME, I give you an example /entries/Happy%20Cat.jpg Who does this?
