Allow Pippi-don To Be Affected By Animation Framerate

Currently, the pippidon----# images are animated ingame by the BPM and SV of the current chart you're playing.

This causes the animation to be sluggish ingame if there is more than 2 frames.

For example,

This image animates perfectly but in game, it plays 1 frame per beat, meaning that the animation will become jagged instead of smooth like in the gif.

I suggest that the pippidon----# animations be affected by the AnimationFramerate: line in the skin.ini file.

anyway it looks good but the move 1/2 right? i more prefer 1/1 for make sure the beat
