I'm sorry if it is a sentence which cannot be understood.

1．（Freemods ON)In a multi-play and game modes other than mania
[Relax or Spinout or autopilot] Select

(JP-Language)

Free-ModsをONにした状態で、mania以外のモードで
Relax, Spinout, autopilot のいずれかを選択します。
次に、maniaモードにします。
3の画像のようにRelaxがついています。

2.Chage mode ---> mania

3.mania mode in [Relax or Spinout or autopilot]

I can replicate the first screenshot but its only a graphical bug.
When starting to play, the mods aren't included or applied.

Regarding the spacing of the random mod from the others, it has been more than a month.
