To me, the correct offset is 22,794. Use that if you wish.
And, just one question: Does every whymeman difficulty needs to have an anime background?
Just make sure you fix the timing on all difficulties and you're set.

Ah, I found out why my offset seemed so wrong. The .mp3 was changed but I didn't know since I had the old one... (; ._.)

BPM is incorrect. It's a slight bit too slow.
