Yeah, it sounded weird to me at first too, though I kinda got use to it. If you compare hard with normal, the beat are lined up the same way, only with 2 extra notes thrown in. I'll see if I can get a 2nd opinion on it.

01:40:730 (1) - Maybe end this at 01:43:053 and add a hitcircle where it ended before? It'd be a bit more newbie friendly to give them more recovery time, and it would match 01:46:924 (1,2,3,1,2,3) -

00:48:086 (6) - New combo? It's a new phrase.
01:37:634 (6) - ^
01:40:730 (1) - Same as before, except you could probably end this at 01:43:441 instead.
02:37:381 (x) [and similar spots] - Add a beat here? (6,7) plays a little awkward to me, it works better with the extra note on the onbeat imo
02:46:572 (1) - Move the new combo back to 6? That's where the pattern that combo is following starts.

00:30:473 (3,4) [and similar] - Move these ahead 1/4. Listen to it at 25%, that definitely where they are supposed to be. Apply this to basically everywhere in the difficulty where this rhythm comes up.
02:37:381 (x) [and similar spots] - Add a beat here?

Nice mapset, but those patterns in Hard really do need to be fixed. Let me know when you're done and I'll take another look :)

No TAGs are put in, put some in!
I'd do -2 on the first offset, and make second offset 133.440.

done. my original spot was correct with 0.9 snapping. as long as people can tell when to hit it though that's fine with me.
