Hey, i'm new here and come from Germany.
My ping is
to mi.ppy.sh =286ms
to osu.ppy.sh = 36ms
My downloadrate for 1 song is 10KB/s -.-

Have this problem too since about 2 days now.
I'm normally downloading with ~650 kb/s and now with 10 kb/s and from time to time it goes to 0 kb/s.
my ping to mi.ppy.sh is 296 ms.

Looks like it must be a routing issue to germany (since you are all german).
Confirming because I can.
Germany,too! Same problem! But the worse is i didnt get a ping my cmd say always: time out!
I dont have the problem when its slow, but it lost all the time the connection and than i must restart the download and than it says i have to many downloads at time and waiting that i can restart again!
Impossible to download because after 5 timeouts the server think he must send it from the beginning and destroy the almost donwloaded file (80-90%) and started from 0% again!

I made a "tracert profile" about my routing to the server.
I hoped that my network "drives" some another routes through the hotspots, but it didn't though.
My only way to get a song from the homepage is using a VPN server or proxy sites.
I used this proxy:
www.surfandsurf.org
I logged in my account through proxy, searched my favorite song and downloaded it with 400 KB/s!
It's not the best solution for german guys, but it's one of some another ways.
Btw:
1.) For login, you must open the site >> https://osu.ppy.sh/p/login << with proxy.
2.) Popup doesn't work with this proxy site.
3.) Search your song with your normal connection, copy the link to song, include link in proxy site, and download!

But a friend is customer of Vodafone and has same problems with downloadrates.
The problems are the hotspots of german network. Try a proxy.
It's weird because your ping is fine, so there must be a broken pipe somewhere.. Surprising it has lasted this long.

But yeah, the problem is the hotspots / routes in germany to connect the osu site.
If i use a proxy and change my route, then i can connect the sites / download songs faster!
Look my route. * means "canceled" / broken route.
same problem, but only between ~09:00 und ~20:00 webpage works with ~10 kb/s, osu!direct takes in this time too long to dl, startet testdownload on 01:09 (current german time) and got ~800 kb/s on both

Gleiche Problem habe vor 2 tagen die beatmaps noch in wenigen sekunden geladen jetzt läd er so bis 20-40% und bricht dan komplett ab nach 30 min
sometimes, i have that problem too. but my bigger problem is that my ingame connection times out way to many times. its not my connection, i can stay connected with teamspeak servers and other multiplayer games while only osu times out. after those few minutes it takes before osu registers that i have a timeout (that can be detected earlier by checking the activity in #osu) it reconnects immediantly.

btw what is the domain name of the song downloading server when you're supporter, still mi.ppy.sh?
I have same problem with Osu! Direct.My ping is 330ms - Brazil.
Could everyone with this problem please provide traceroutes? I will try and figure out where this is happening and contact them.
